(Trainer: Julie Resh-Jelliff) The Collective Bargaining Agreement is an agreement between your association and the employer. However, from a very practical point of view, it will be your association that will make sure that the contract remains a viable document. The association, therefore, has the right and responsibility to see that this document for which you fought remains intact. This session will provide you with everything you will need to know about contract and grievance administration. This session will assist you with how to work with your Collective Bargaining Agreement and the parties involved in the administration of the contract. This session is directed towards ESP employees. (Trainers: Jeff Conrad, Sandra Meyer, Amelia Finch) This hands-on training for beginning or limited-experience bargainers provides negotiations simulations that explore the interpersonal dynamics inherent in a negotiator’s role, examine ways to control and manage issues, show the fundamental dilemmas of bargaining, and discusses managing the needs of constituents. Enrollment is limited to 20 participants. Early registration is advised. This session meets the entire SLA.

(Trainers: Larry Petchenik, John Albrecht, Mark Stein) This session will concentrate on legal rights unions (and to some degree individuals) enjoy under the Illinois Educational Labor Relations Act and other laws (like the Illinois School Code). You won’t come out a fully licensed attorney, but you will be able to hold your own in defending the rights of your local and members. Double session.

(Trainers: Allen Majors, Linda Jackson) ESP wage costing presents unique challenges due to various job categories. Using an Excel template, participants will apply a scattergram (the job category, hourly wage, and years of experience for each and every member of the bargaining unit) and complete a few other simple data entries to calculate current total compensation, including insurance benefits. The template will then be used to project various scenarios that could be used during negotiations as bargaining proposals. Excel experience is helpful, but not necessary. Participants, please bring a scattergram of your bargaining unit, insurance benefit information, and a copy of your current contract. Participants will be provided a copy of the template for local association use. Double session.

(Trainer: Dan Iverson) This presentation will use a case study of a recent, successful school board election in Naperville. In this case, a small coalition of anti-public education community members ran a ticket to try to gain control of the school board. They were fully and successfully defeated by a strong coalition of local associations and community members. This is an example of how grassroots activities together with IPACE funding can positively impact local elections.

It is not just for local and region treasurers; other officers such as local presidents and region chairs should be aware of these issues as well. Some of the areas included are: tax-exempt/not-for-profit status; IRS requirements; independent audits of the financial records; basic internal control concepts; budgeting; documentation requirements; accounting for political action funds; and record retention guidelines.

(Trainers: Charlie McBarron, Bob Ray) Public schools, public school employees and local associations are confronted regularly with unfavorable news accounts, misleading letters to the editor and negative media reports. There are, however, effective strategies for fighting back and winning the battle for favorable media coverage. Our local associations can promote a positive image year-round, not just at contract time. This session offers easy-to-use ideas and tools for creating and producing positive communications programs. (Tainer: Deb Knox) The purpose of this elective is to provide training and materials to assist in the proper and smooth operation of local and regional IEA-NEA elections as required by the Landrum Griffin Act, IEA-NEA Election Procedures and IEA-NEA Bylaws. The entire process, from notification of the election through storage of election materials, will be discussed. (Trainer: Dave Zahller) Section 501 (c) (9) of the IRC or Voluntary Employee Beneficiary Association (VEBA) programs allow public school districts to establish a trust, via a negotiated labor contract, to fund health insurance and other health related expenses in retirement. Members of the trust have access to tax free distributions for approved medical expenses. All contributions and distributions from VEBA Trust for medical expense reimbursements are totally tax free! Employers can also elect to fund the program with all or a portion of employees’ unused sick and vacation time upon retirement or ongoing contributions during employment. This would create an immediate reserve of tax-free monies for the employee to pay for medical insurance premiums, and allows employers to perhaps reduce their recognized unfunded liabilities on their financial statements (GASB 45). PEHP is a win-win benefit for both employers and employees.

Developmental and cognitive theory will be applied to the teacher-student relationship, to explain adolescent egocentrism and other behaviors and attitudes typical of adolescence. Other topics for presentation include common pitfalls to avoid when implementing a behavior modification program. The presentation will have the following objectives: 1) clarify in plain-spoken terms the theory behind many components of behavior modification programs 2) discuss applied techniques that can be used to evaluate and modify behavior modification programs so that they may be more effective 3) discuss how behavior modification programs can be counterproductive and how to avoid this and 4) discuss how behavior modification programs can be individualized in order to be effective for the most difficult child.
