For three decades, the system for funding public schools in Illinois has made winners of some children and losers of others, all based on where those students live. In an effort to build capacity, the IIE Strategic Plan for 2007-2008 identifies three focus areas of increasing member involvement and communication, increasing grassroots activities and expanding partnerships, as well as strategies, tactics and possible activities to assist in making progress in the three focus areas.
